Verdict
Buy it if your team already lives in Jira and wants cheap seats with a $1-per-resolution AI agent. The catch: live chat, WhatsApp and voice need Premium, voice is still in beta, and usage meters start billing in December 2026.
Good fit
- Teams already on Jira and Confluence that escalate issues to engineering
- Budget-conscious teams that want an outcome-priced AI agent
- Companies running IT and customer support on one platform
Look elsewhere
- Teams that need human live chat on a low-tier plan
- Contact centers that rely on mature voice and skills-based routing
- Buyers who want a standalone help desk without the Atlassian stack

What Jira Service Management is
Jira Service Management is Atlassian's service desk, now sold only inside Service Collection together with Customer Service Management (CSM), Assets and Rovo AI 2,26. JSM handles internal IT and employee requests; CSM is the customer-facing desk, with a branded support site, email, live chat, WhatsApp and voice 4,15.
The draw is price and the Jira connection: Premium costs $5,750 a year for up to 10 agents, and support issues escalate straight to engineering in Jira 1,15. The catch is that the channels most customer service teams want, human live chat, WhatsApp and voice, need Premium, and voice is still in beta 3,6.
The AI agent and assist
The CSM AI agent answers from your knowledge base on the support site, chat widget, email and WhatsApp, and can answer calls first in the voice beta 4,5,6. It can call read-only APIs, such as an order-status lookup, and MCP tools from other services, then hands off to a human with context 7,8. Admins test it in a panel before publishing, run evaluations against question sets and track resolution rate and containment 9,10. For agents, Support Companion drafts customer-ready updates, summarizes work items and surfaces similar resolved cases 12.
Billing is by outcome: $1.00 per AI agent resolution, with no free allowance and no charge for escalated or abandoned chats 2. The AI agent is free until usage charges start on December 3, 2026 11. Agent assist draws on Rovo credits: summaries are free, Premium includes 700 credits per agent a month and extra credits cost $0.01 each 13. A separate virtual service agent for employee support includes 1,000 assisted conversations a month on Premium, then from $0.30 each 1.
Help desk basics
- Channels. Email, Live chat, Phone, WhatsApp, plus a help center.
- Routing. Live chats, calls and WhatsApp conversations are offered round-robin to available agents up to a per-agent conversation limit, and queues are built with JQL 16.
- Automations. No-code automation rules, with 3,000 steps per agent a month on Standard and 6,500 on Premium 1. SLA policies are included.
- Languages. Atlassian does not publish an AI agent language list; a customer it quotes supports 21 languages with the AI agent 15.
Pricing
A 10-agent team on annual Premium pays $5,750 a year, about $479 a month, plus $1 for each AI resolution; at 500 resolutions a month that is about $979 a month 1,2. Standard is far cheaper at $2,500 a year for up to 10 agents and already includes the AI agent and Rovo assist, but it has no human live chat, WhatsApp or voice 1,3. Annual plans bill by agent tier, so 11 agents pay for the 11–15 tier, and monthly Premium costs $57.30 per agent for the first 15 agents 1. Usage meters for Rovo credits, automation steps and AI resolutions start billing on December 3, 2026, so set limits in Atlassian Administration 14.

How we graded it
| Criterion | Why | Level |
|---|---|---|
| True cost with AI on 30% of the grade | $979 a month for 10 agents on Service Collection Premium with AI on, or $98 per agent 12,13,2,11. | 4/5 |
| Price transparency 15% of the grade | Standard, Premium and every AI meter are priced publicly, but Enterprise is quote-only and annual-only, and premium Rovo features use a variable number of credits 1,13. | 4/5 |
| AI agent and assist 20% of the grade | The AI agent answers on chat and email and takes actions through API and MCP tools, with Support Companion for agents; voice AI is still in open beta 5,7,8,6,12. | 4/5 |
| Help desk essentials 15% of the grade | Email, live chat, help center, SLAs, automation, WhatsApp and phone are native, but routing is round-robin rather than skills-based 3,4,16. | 4/5 |
| Security and data 10% of the grade | SOC 2 Type II and ISO 27001 plus EU data hosting and a HIPAA BAA, while Atlassian may still fine-tune its own models on de-identified metadata 17,18,19,20,21. | 4/5 |
